- Parking lot of new Clay Coutnty Justice Center already in need of repair Thanks, but no thanks. The Clay County Board of Commissioners has decided the parking lot of the new Clay County Justice Center needs more than a partial resurfacing. The commissioners voted Tuesday to reject an offer from Wabash Valley Asphalt, the Hannig Construction subcontractor responsible for the asphalt job, to resurface and seal portions of the lot to achieve a "reasonably seamless appearance."
