Animal cruelty takes center stage at council meeting

What is animal cruelty and what can a city do about it? Those are the questions the Brazil City Council is considering. Shannon Willmore, the Clay County Court Appointed Special Advocates director, presented a 14-page proposal to the council on Wednesday night. She is urging the council to change the city code to better protect animals, particularly dogs. Willmore said she moved back to Brazil seven years ago and has always been concerned about neglected and abused animals. In her work with CASA, she visits various homes on behalf of children. She said in some of those homes she has seen dogs that are obviously neglected.
