Clay County is officially under a state of emergency after an excess of precipitation caused flooding throughout the area.
One city and nine counties, including Owen, Green and Clay counties, were under water and on the emergency declaration list-by late Thursday morning, Interim Emergency Management Systems Director Bryan Husband reported.
"You get the paperwork in, it gives you the opportunity to start assessing damage," he said. "Right now, the water's going back down."
Husband is handling emergencies, paperwork and general operations after a mere three days in his new position.
"I'm still learning who to call and how to ask," he said.
