Missing Putnam Co. child may be in area

The search continues for a Putnam County toddler missing since April.

Madisyn Pearl Buchanan, age 22 months of Cloverdale, is believed to be in the company of her non-custodial mother, Kathryn Frame, a former Clay County resident. A warrant has been issued for the arrest of Frame for violation of a child custody order

Thomas Miller, special investigator with the Putnam County Prosecutor's Office, said he believes the mother fled to Texas with the child, but they may have returned to this area recently.

Madisyn, whose nickname is Matty, has blonde hair and blue eyes, but Miller notes her mother may have dyed the child's hair. Frame is described as 5-feet, 6-inches tall weighing 180 pounds. She has blue eyes and blonde hair, but may also have dyed her hair.

The child is most identifiable by the red birthmark on the back of her neck, Miller said.

Custody of the child was awarded to the child's father, David Buchanan, after a paternity case in Putnam Circuit Court. A custody mediator who interviewed both parents reported that the mother may have undiagnosed psychological issues.
