City Council finalizes tax warrant

The Common Council of the City of Brazil received the final details regarding a tax anticipation warrant during Tuesday night's meeting.

The warrant allows the city to be loaned money for a period of time until tax money is collected.

During a special meeting Dec. 18, the council chose First Financial Bank for the loan as they provided the lowest bid, at 3.61 percent, for the interest rate.

The loan is used nearly every year and is typically for $500,000. However, First Financial Bank is allowing the city to have a credit line of up to $900,000.

"It does not mean we will use the entire amount, but it provides some room in case we need it so we don't have to come back and ask for more," Brazil Clerk-Treasurer Karen McQueen said. "Also, interest will only add up on the amount we use. We will borrow as it is needed rather than taking out one lump sum."

The council spent the rest of the meeting solidifying details and positions for this year.

Meetings will continue to be the second Tuesday of each month at 7 p.m., and Council Member Bill Lovett was appointed to the Brazil City Plan Commission.

Lovett was also named the President of the Council, after Pat Heffner declined her nomination. Heffner did accept her nomination to be Vice-President of the Council.

For departmental reports, Brazil City Fire Chief Jim Smith informed the council that the department went on 247 fire runs in 2007, which he said was down from previous years.

Brazil City Planning Administrator Michele Altman said approximately $5.5 million was spent during 2007 on new construction and improvements. She also said the city has received just more than half of the 400 random income surveys needed to apply for water-related grants and asked for the council's help in going door-to-door to complete all the remaining surveys.

The next meeting of the Common Council of the City of Brazil will be Tuesday, Feb. 12, at 7 p.m., in the Council Chambers of City Hall.
