Two arrested for indecency at wildlife area

STAUNTON -- Indiana Conservation Officers recently arrested three area men as part of an investigation into suspicious activity at the Chinook Fish and Wildlife Area.

Indiana Department of Natural Resources Public Information Officer Max Winchell told The Brazil Times officers recently became of aware of lewd and very graphic graffiti being left in public view at the property. Someone allegedly was leaving phone numbers with information about specific sex acts on the walls of public restrooms.

"These are areas where families can go to enjoy outdoor recreational activities," Winchell said. "We take this very serious and won't tolerate this kind of behavior. Our officers will aggressively work to maintain a safe and family environment on our state properties."

As part of the ongoing investigation, suspects who allegedly left phone numbers were contacted and an officer in plain clothes went to the area to wait for their arrival. When two showed up, lewd acts of a sexual nature were allegedly done in the presence of the officer.

This apparently led to Lee R. Anstead, 61, Brazil, and Stephen R. Ardell, 56, Staunton, being taken into custody and booked into the Clay County Justice Center Tuesday.

A third man who showed up at the scene during the investigation, Lowell E. Harbour, 74, Terre Haute, was removed from the area and cited with a summons to appear in court on a preliminary A misdemeanor public indecency charge.

Case information about all three men were presented to the Clay County Prosecutor's Office for review.

According to Prosecutor Lee Reberger, Anstead appeared in Clay Superior Court Thursday afternoon and was formally charged with one count of class C felony alteration of a handgun's identifying marks, A misdemeanor carrying a handgun without a license and A misdemeanor public indecency charges. Judge J. Blaine Akers set Anstead's bond at $10,000 cash (with no 10 percent allowed) and tentatively scheduled a jury trial for Aug. 10 in the matter.

Jail officials confirmed Anstead remained incarcerated while awaiting further court proceedings.

Ardell was taken into custody, charged with possession of a handgun without a permit and booked into the CCJC. Ardell has since bonded out and is awaiting further court proceedings per the court calendar.

Reberger confirmed the allegations filed against Ardell and Harbour will be reviewed by the prosecutor's office for other potential charges.

Wow! Thats pretty sick. I mean, its a far cry from the stuff that used to be on the bathroom wall when I was in High School. This is serious pervert stuff. ...and only a couple miles from me! Two lessons to learn here: Don't leave your number on the bathroom wall and *NEVER* file the numbers off your gun! (...and you might want to get a liscense to make it legal to carry, too.)

Anybody know if any of these guys had priors?

My wife thought Mr. Anstead bore a striking likness to the actor Donald Sutherland. You know, after looking at Donand and Mr. Anstead, I tend to agree.

It's definitely scary to think of all of the kids, teens and adults who frequent this area now having to worry about people like this.

Nothing wrong with personal sexual preference, but when it turns into something unhealthy or an obsession .. it's time to seek professional help.

I hope these guys get the help they need. Ugh.

Now after reading this I am really scared for my children. Its not as if I dont have enough to deal with, I havent seen my babies since Jan. as I am in Iraq, and I worry about them daily, how they are, if they are ok, then I read something like this!!! My children live in Staunton and it scares me to think that there could be pervs living so close to my children. Kudos to the police for doing their job, and making me feel more at ease while im not able to be there with my children!!!!!!
