Indiana Department of Natural Resources Public Information Officer Max Winchell told The Brazil Times officers recently became of aware of lewd and very graphic graffiti being left in public view at the property. Someone allegedly was leaving phone numbers with information about specific sex acts on the walls of public restrooms.
"These are areas where families can go to enjoy outdoor recreational activities," Winchell said. "We take this very serious and won't tolerate this kind of behavior. Our officers will aggressively work to maintain a safe and family environment on our state properties."
As part of the ongoing investigation, suspects who allegedly left phone numbers were contacted and an officer in plain clothes went to the area to wait for their arrival. When two showed up, lewd acts of a sexual nature were allegedly done in the presence of the officer.
This apparently led to Lee R. Anstead, 61, Brazil, and Stephen R. Ardell, 56, Staunton, being taken into custody and booked into the Clay County Justice Center Tuesday.
A third man who showed up at the scene during the investigation, Lowell E. Harbour, 74, Terre Haute, was removed from the area and cited with a summons to appear in court on a preliminary A misdemeanor public indecency charge.
Case information about all three men were presented to the Clay County Prosecutor's Office for review.
Ardell was taken into custody, charged with possession of a handgun without a permit and booked into the CCJC. Ardell has since bonded out and is awaiting further court proceedings per the court calendar.
Reberger confirmed the allegations filed against Ardell and Harbour will be reviewed by the prosecutor's office for other potential charges.
