Republican Toni Carter beat out incumbent Democrat Dolores Johnson by 718 votes. District 3, covers the townships of Posey, Jackson and Sugar Ridge.
Carter received 1,766 votes from Clay County voters while Johnson received 1,048.
"I would like to thank everyone for their support," Carter told The Brazil Times. "I appreciate the confidence that the public has in me and I won't let them down."
With the election now over, Carter is planning to hit the ground running Jan. 1.
"Road funding is going to be a big item in 2011, and I want to make sure we have all the facts before any decision is made," she said.
Carter, a Financial Advisor at Edward Jones for 20 years is planning to use that experience while on the council. She hopes to really dive into the budget and see where the money is going.
"I also would like to reexamine the budget," she said. "I know it has already been set, but I am anxious to see how it operates."
A lifelong Clay County resident, Carter is hoping to have a hand in helping the county grow.
"I look forward to working with other county officials to help bring more economic development and jobs to the community," she said.
Johnson who offered congratulations to Carter also thanked the public for allowing her the opportunity to serve on the Council.
