County Council approves appropriations

The Clay County Council met for a special meeting Monday morning. The county emergency appropriation ordinance was discussed to appropriate more money than was appropriated in the annual budget.

The additional sums of money were each discussed and approved or denied.

The first included money from the General Fund to go to the county commissioner's insurance for a total of $61,456.

"Because of several years of not funding (the insurance) completely, we had to borrow from the future years each time and continue to pay the premiums," Clay County Auditor Mary Jo Alumbaugh said. "The reason we put it in on the special meeting is because the company wanted their money at the date of the premium."

"Compared to what we've been doing, we're actually paying it in advance," Council President Mike McCullough said. "It's not that we're paying $61,000 more, it's just that we're paying it at a different time."

"We should be back where we need to be in 2012," Alumbaugh said. The council approved the appropriation.

Meanwhile, additional money was needed to pay new employees, including a chief custodian for the courthouse and a maintenance position for the Justice Center. Both were approved.

The council denied a request by the Sheriff's Department for $25,000 to replace reserve bulletproof vests through the General Fund. The vests need replaced every five years. The council didn't want to take the additional money out of the General Fund, but rather the Public Safety Fund. The request was denied, but the council plans for the sheriff to make the request through a different fund at its November meeting.

The council approved an appropriation for additional money to pay for overtime in the Sheriff's Department for the rest of the year and for the new deputy that is to be hired.

Other issues discussed during the meeting included:

* The council approved an appropriation for jail CAGIT insurance,

* The council approved to replace money in the insurance fund for the Highway Department. The department had to replace money they had taken out of the insurance fund for repairs, and

* The council approved three job descriptions including a head custodian for the courthouse, an assistant maintenance position for the Justice Center and a head maintenance position for the Justice Center.
