I think its crazy that candy cant be passed out anymore. I can understand not throwing it but why cant people that walk hand it out?

Only parade I'm aware of where candy can't be thrown is the Christmas parade. Its dark and dangerous for the kids to run into the street to get it. However we have always been able to walk and hand it out.
