On Wednesday Indiana residents were told Stage 5 of its “Back on Track” plan, which was supposed to be enacted July 4th, was instead being placed on hold as a cautious “Stage 4.5” is implemented for the next two weeks.

According to a new Executive Order signed by Gov. Eric Holcomb, and the acknowledgment by Indiana State Department of Health (ISDH) officials of an “uptick” in the state’s COVID-19 cases started June 26. On June 2 the ISDH had reported 961 patients hospitalized or under medical protocols for COVID-19, with the numbers dropping to 595 on June 26, and increasing slowly to 688 on July 1.

Stage 5, the last stage of the reopening plan, was previously projected to go into effect on the Fourth of July.

Under Executive Order 20-33, utilities regulated by the Indiana Utility Regulatory Commission as well as non-regulated utility companies are prohibited from disconnecting services through August 14. Customers and utility companies are encouraged to establish payment plans now to avoid later discontinuations of service.

Gatherings of up to 250 will remain in place for at least the next two weeks, and conventions may resume as long as previous guidelines are enforced.

As states around the country, including Indiana’s neighbors, are seeing surges of COVID-19 cases, with nationwide cases at a peak level.

Holcomb said, A” date doesn’t drive us, but the data does. This virus is on the prowl. That spread is not slowing down. Even states that have reopened recently, they are going back.”

A new #MaskUpHoosiers campaign encourages Hoosiers to wear masks in public spaces.

Holcomb recommends mask-wearing “in the strongest terms possible” and said, “it’s about getting through this in the safest way. I believe in Hoosiers doing the right thing. That’s one aspect where we have acted appropriately.”

State Health Commissioner Dr. Kristina Box noted during the Wednesday press conference on the state’s COVID-19 efforts that mandating masks be worn can sometimes have negative results, and more people not wearing them, solely because of the mandate.

Clay County and District 7

On Thursday, the Indiana State Department of Health reported 7,221 new tests performed in 24 hours (July 1-2), with 453 new positive results, and 13 new deaths throughout the state.

In the Wabash Valley, the ISDH data shows Clay County is ranked fourth for COVID-19 positive cases when considering the eight counties in District 7.

Much of the current COVID-19 Data for the eight counties have slightly changed for at least a week, including:

• VIGO - 227 Positive Cases among the 6,464 tested, with eight deaths.

• GREENE - 184 Positive Cases among the 2,033 tested, with 32 deaths.

• PUTNAM - 165 Positive Cases among the 2,625 tested, with eight deaths.

• CLAY - 59 Positive Cases among the 1,641 tested, with four deaths.

• OWEN - 45 Positive Cases among the 1,533 tested, with one death.

• SULLIVAN - 45 Positive Cases among the 1,492 tested, with one death.

• PARKE - 22 Positive Cases among the 796 tested, with no deaths reported.

• VERMILLION - 13 Positive Cases among the 766 tested, with no deaths reported.

The ISDH reports 46,387 positive cases among the 6.7 million Indiana residents, with 496,835 residents tested, and 2,469 deaths reported. The state’s data suggests that the increasing number of Indiana residents tested has lowered the overall percent of Indiana residents, which is confirmed positive as of July 2 to 9.3 percent. (The numbers are provisional, reflecting only the information published to the ISDH.)

Indiana residents whose physician listed their death with COVID-19 as a contributing cause to a total of 193. These deaths are diagnosed by medical staff based on X-rays, scans, and other clinical symptoms with the absence of a COVID-19 test.
