He was born on July 26, 1953, in Greencastle to Wesley and Virginia Jones Neese. He was a graduate of South Putnam High School and was a Mobile Crane Operator at Lone Star.

Surviving are his wife of 19 years, Debbie J. Neese; his children, Wesley Neese and wife, Jean Ann, of Plainfield, Ind.; Kim Bartrum and husband, Jay, of Greencastle, Ind.; Michael Kelley of Greencastle, Ind. and Adrienne Miller and husband, Luke, of Terre Haute, Ind.; a sister, Pam Rose and husband, Mike, of Roachdale, Ind.; two brothers, Oscar Neese of Brazil, Ind. and Charles Neese of Crawfordsville, Ind. and two grandchildren.
