Who determines who follows what?

To the Editor:

Who determines which city codes our officials must follow?

We had two dogs, one got loose, one didn't. The one dog that did not get loose is no longer with us.

No, he never bit anyone, nor did he ever attack another animal, but for some reason, he was shot with a tranquilizer gun, taken off his collar and chain and ordered put to death, all by a high ranking law enforcement officer.

According to our own codes, even if an animal is loose and does charge someone, said animal is to be detained for 10 days, and the owner notified. My pet was not loose and I was never notified. He was dead within 15 minutes after he arrived at our new Humane Shelter.

Now, I must explain to my grandchildren why one of their favorite playmates is gone or maybe I should take them to the police department. Maybe the same people who swore to serve and protect our community could explain it better than me.
