Law needs enforcement

To the Editor:
I think that the City of Brazil should stop harassing the elderly and disabled who are not able to mow their grass and go after the people who have 14 dogs, nine cats and are not home to take care of them.
Most of the animals are desperately in need of vet care, and to have that many animals is against city regulations.
If the city would implement a program to assist the elderly and disabled with needed services and go after those who are abusing their animals, things in Brazil would be more peaceful.
