A Clay County woman wants to warn residents of a scam she received by mail recently. The woman, who asked to remain unidentified, received a letter from Apex Financial Incorporated, a self-described "Lottery, Resources Management & Payment Verification" service, that claimed she was a second-prize winner in a consumer sweepstakes. The letter had no return address except for an international small letter stamp from South Africa...
