Works board makes additions to phone list, approves employee handbook changes

Clay County, neighbors account for high unemployment rates

Preliminary data from the Indiana Department of Workforce Development puts Clay County's unemployment rate at 6.6 percent, which is tied for the 15th highest in the state.
