Why aren't people up in arms?

To the Editor:

I have lived in rural Brazil for two years and I spend a lot of time driving around town.

I've lived in a half-dozen communities of varying size and have questions about Brazil.

Why are the streets in such an awful state of disrepair? Why aren't the taxpayers up in arms about it?
